This is a simple 3-step rope ladder which can be used for boarding a vessel etc..
It consists of 3 sturdy plastic steps held together with rope and a single loop at the top for attaching it to a cleat or similar strong point.
The rope colour may differ from that pictured - it is now white with blue fleck.
